Priorities 2008-2010

 
1. To develop preventive measures in patients with respiratory diseases
1.1. To extend interventions for smoking cessation in respiratory patients
1.2. To promote interventions to increase physical activity in respiratory patients
1.3. To develop a consensus on recommendations for specific vaccination for population with respiratory diseases

2. To achieve a quality spirometry
Underdiagnosis is one of the biggest problems in clinical and care environment of respiratory diseases, especially in the case of COPD. To address this problem, the Master Plan for Diseases of the Respiratory System has the following objectives:
2.1. To extend the availability of a quality spirometry for all clinicians, guaranteeing access for all patients
2.2. To guarantee training for professionals who conduct spirometry
2.3. To create territorial networks between hospital and primary care to ensure the quality control of spirometry

3. To improve patient care with acute exacerbations of chronic obstructive pulmonary disease (COPD)
Acute exacerbations of COPD has immediate (risk of death) and mid- term (worsening in the quality of life) impact on patients. Moreover, it has a great impact on the health care system. Objectives to tackle exacerbations of COPD are the following:
3.1. To identify factors that can improve care for acute exacerbations of COPD in primary care.
3.2. To frame these actions in an integrated care model for COPD to ensure continuity of care in cases of exacerbation.
3.3. To promote healthy lifestyles in COPD patients making special emphasis in the development and deepening of smoking cessation approach for all respiratory patients
3.4. To promote programmes of home care and early discharge for patients with acute COPD.

4. To redefine and establish a specific care model for sleep disorder
Sleep disorder has a significant impact on the health care system: it is estimated that at least 100 new patients start treatment every week in Catalonia. In addition, all monitoring is currently hospital-focused. For these reasons, the Master Plan for Diseases of the Respiratory System aims to focus its efforts to deliver on the following objectives:
4.1. To define the model for a specific diagnosis for sleep disorder
4.2. To establish criteria to identify severe cases
4.3. To describe a new care model based on community devices

5. To develop recommendations for diagnosis and monitoring of asthma (childhood asthma, occupational asthma, and allergy)
5.1. To create a working group on asthma
5.2. To develop specific proposals to improve diagnosis and referral process concerning adult asthma and childhood asthma
5.3. To improve patient health education and training of professionals

6. To develop specific recommendations on specific areas of action
There are a considerable number of patients having respiratory problems that do not have the relevance contained in objectives above, but may benefit from specific recommendations. In this context, the Master Plan for Diseases of the Respiratory System, with other Master Plans and Programmes of the Ministry of Health, is open to collaborate with everyone in areas such as:
6.1. Pulmonary hypertension
6.2. Rapid diagnosis of cancer
6.3. Cystic fibrosis
6.4. Neuromuscular diseases with respiratory dysfunction
6.5. Home respiratory therapies
6.6. Allergy
